JOB SUMMARY Plans, manages, organizes, and controls the activities of the Building Maintenance Department. Serves as lead in managing efficient preventive and corrective maintenance programs for Building Maintenance equipment. Implements projects to ensure cost savings and ensure building-related equipment is properly maintained to support the treatment plants, EMSC, GJM and other District facilities. Maintains good working relationships with internal departments. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS - Plans, organizes, directs, and ensures efficient coordination of resources (people and materials) dealing with building maintenance in order to meet the objectives of the department. - Ensures that work is carried out within guidelines. Arranges for and oversees contract services when necessary. Follows up with people to expedite work completion. Prepares bills of material and obtains prices for material, tools, equipment, and contract services. - Coordinates the sequence of work to be performed by District employees, outside contractors, tool/equipment/material suppliers and requesting department. Establishes effective communications with requestors of Building Maintenance services. - Develops and implements departmental goals and monitors the alignment with Maintenance Services and strategic goals. - Provides guidance for short-term and long-term planning that meets necessary budget requirements; includes schedules and allocates staff appropriately; establishes priorities for resource utilization and identifies the need for capital expenditures. - Manages continuous change and adapts business processes as necessary. Develops and implements process improvement projects. Brainstorms for ideas that can solve problems, improve efficiency, reduces costs, and improve safety. - Directs and implements processes to work within District policies and procedures to meet standards and maintain safety. - Creates schedules and allocates staff appropriately; establishes priorities for resource utilization and identifies the need for building maintenance related capital expenditures. - Creates and controls the operating and minor capital budget for the Building Maintenance Department. - Assists various District department managers with determining building maintenance and remodeling needs, administering and/or developing contracts and specifications. Reviews and evaluates engineering designs, plans and specifications for recommendations. Manages projects and prepares specifications for bid documents. - Encourages cooperation between team members, creates and fosters a positive team environment. Provides on-the-job coaching, evaluates performance, recommends staff development actions, maintains discipline and morale, takes necessary corrective action, and participates in grievance procedure when required. Makes recommendations for hires, promotions, transfers, and terminations. Maintains good public relations throughout the organization, with vendors and consultants. - Communicates to peers, subordinates and management information about issues or problems, interviews to establish facts and/or provides project updates. Emphasizes the importance of accomplishing work objectives and stimulates interest in projects and achieving objectives. - Completes routine administration duties, including writing correspondence, describing technical situations in lay terms; creates proposals; and maintains detailed records. - Oversees, assesses, evaluates, and improves the maintenance and repair of the District's buildings and ground areas. - Ensures proper usage of the Building Maintenance Emergency Response Plans. Participates in crisis management response drills. - Provides inspection of work to assure conformance with the plan, schedule, drawings, specifications and expected quality of workmanship. Ensures that all materials are available for projects. - Assesses, evaluates, and inspects District facilities to recommend repairs, improvements, or additions. - Maintains detailed records and completes routine administration associated with maintenance projects. Writes reports as necessary. Ensures that drawings are prepared for requesting department review, approval, and construction. - Performs other duties of a similar nature as may be required. MINIMUM JOB REQUIREMENTS EDUCATION - Candidate must possess an associate degree, preferably in Business, Engineering, Construction Technology, or related field. - Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy. EXPERIENCE - Candidate must possess five (5) years of progressively responsible experience in building construction trades including HVAC/R, as well as three (3) years of supervisory experience. - Experience working with Collective Bargaining Union workforce and contractors preferred. OTHER REQUIREMENTS LICENSURE AND CERTIFICATIONS Candidate must possess a valid driver's license with a driving record in accordance with the District's acceptable guidelines. KNOWLEDGE, SKILLS AND ABILITIES - Candidate must possess knowledge of building construction methods and practices, including reading blueprints and quality control and knowledge of budget processes (including developing cost estimates for equipment and materials). - Candidate must possess excellent oral and written communication, as well as a superior commitment to high-quality service and the ability to successfully build and sustain positive and collaborative working relationships with a wide range of stakeholders. The ability to read, interpret and write plans, specifications, working drawings and project schedules and the ability to effectively use progressive project and/or contract management techniques to successfully initiate and manage construction projects is essential. Attention to detail and organizational skills, time management to prioritize workloads based on available resources and time constraints and multi-tasking skills to work on multiple tasks simultaneously are required. Must be proficient with Microsoft Office Excel and Word software. PHYSICAL REQUIREMENTS During the course of performing the essential functions of this position the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, balancing, kneeling, handling, feeling, hearing, walking, climbing, stooping, crouching, reaching, fingering and talking. Must be able to lift up to 25 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, far acuity and accommodation. The position requires office, site and field work. While working in the plant or field the employee may be exposed to extreme weather, atmospheric conditions, vibrations, wet and/or humid, hazards and confined/restricted working environments. Position required to sometimes perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices, including not having facial hair that interferes with the facepiece-to-face seal.
