Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to two years of experience in one or a combination of the following: (1) emergency management preparedness, (2) administrative or managerial healthcare, or (3) public health planning or public health education work.

Substitution of Experience for Education: Experience in one or a combination of the following: (1) emergency management preparedness, (2) administrative or managerial healthcare, or (3) public health planning or public health education work may be substituted for the required education, on a year for year basis to a maximum of four years (e.g., experience equivalent to one year of full-time work in one or a combination of the above-related fields may substitute for one year of the required education).

Substitution of Graduate Education for Experience: Additional graduate course work from an accredited college or university in business or public administration; a health related field, including but not limited to, public health, health education, or healthcare administration; or an emergency management field, including but not limited to, emergency systems management, emergency administration and planning, or crisis and disaster management may substitute for the required experience on a year for year basis, to a maximum of two years.

Overview

The Health Regional ERC 1 functions as a point of contact for all regional healthcare facilities for Emergency Preparedness and Response planning, training, and exercises. This classification ensures healthcare facilities meet requirements defined by federal and state guidelines. This classification develops, maintains, and facilitates healthcare coalitions for the purpose of planning for and responding to emergencies. This class differs from that of Health Regional Emergency Response Coordinator 2 in that an incumbent of the latter is responsible for the assessment of public health's capacity to respond to an emergency event, the development of county and regional emergency response plans, including the distribution of antibiotics or mass vaccination of the population during an event.

Responsibilities

  1. Ensures health departments, hospitals and other healthcare facilities have adequate resources during an emergency in order to respond at an appropriate level. Response is based on the Public Health Regional Emergency Response Plans.
  2. Assists local hospitals and coalitions in identifying local and regional hazards for the development of the Hazard Vulnerability Analysis (HVA). Assists agencies in forming and maintaining healthcare coalitions to ensure compliance with all Emergency Preparedness and Response.
  3. Coordinate with hospitals and other healthcare facilities for planning, training, exercises, and response to public health threats, incidents, events, and emergencies, including grant and contract administration. Conducts risk hazard and capability assessments to determine a hospitals' capacity for responding to and recovering from worse-case scenario disasters.
  4. Facilitates and assists in developing processes for hospital and coalition training, plans and exercises. This also includes facilities that care for at-risk populations.
  5. Perform duties to satisfy TDH Regional PHEP Program Guidance, CDC PHEP Capabilities, and other guidance as directed by Health regional ERC 2 and regional administrators.
  6. Ensure healthcare facilities report required and necessary information in reporting systems as defined in federal and state guidelines. Compiles and verifies information to ensure compliance verification standards with TEMARR and Assistant Secretary for Preparedness and Response.
  7. Facilitates hospitals and coalitions in analyzing existing data regarding compliance with Assistant Secretary for Preparedness and Response and Public Health Emergency Preparedness.
  8. Maintains working knowledge of federal and state regulations and requirements for healthcare preparedness and public health emergency preparedness and communicates these properly. Ensure compliance with TDH Healthcare Preparedness Program Guidance for Healthcare Coalitions to assure an effective and efficient hospital and healthcare response to public health threats, incidents, events, and emergencies.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:
