Project Managers lead and manage construction projects up to $2 million through the entire project lifecycle. The position is responsible for providing highly skilled project management for all aspects of multiple small to medium sized construction projects to County standards. These projects include interior and exterior construction throughout the County's buildings, parks, trails and greenways portfolio.

Requires extensive experience in balancing project needs, scope, time, cost, risk, and quality while maintaining a positive project environment to lead and manage diverse customer and stakeholder expectations. The project manager is responsible for providing highly skilled project management and technical assistance for the planning, design and construction in County buildings, parks, trails and greenways. Projects vary in size and may include significant space planning, architectural, and landscape architectural, recreational and natural resource components. Other responsibilities include giving work direction, assist in project planning, budget preparation, work plan development, and project monitoring. Position reports to the Capital Projects Manager. This is a hybrid position and may transition to working 3 days in the office and 2 days remotely after the initial training period.

Minimum Qualifications

* Bachelor's Degree in Architecture, Interior Design, Engineering, Landscape Architecture, Environmental Design, Construction Management, Project Management, or closely related field AND One year of design and construction project management experience.
OR
* An equivalent combination of education and direct work experience in design and construction project management to total 5 years.
AND
* Valid Driver's License

Preferred Experience/Education:
* Experience coordinating and/or leading building construction projects.
* Experience coordinating and/or leading parks & greenway construction projects.
* Experience with environmental regulations
* Experience with the public engagement process


Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Serve as the authorized County representative for the planning, design and construction of building projects.
2. Coordinate and manage activities of staff, volunteers, consultants, contractors, and institutional crews relating to projects.
3. Provide infrastructure support to projects including HVAC, Electrical and Plumbing.
4. Effectively lead project design and construction meetings.
5. Estimate, prepare, and justify project budget requests.
6. Work both independently and in a team-oriented, collaborative environment.
7. Provide support in sustainable planning for assigned projects.
8. Prepare and direct the preparation of complete bid documents and cost estimates for design and construction projects.
9. Ensure compliance and adherence to codes, statutes, County policy, and sustainable design standards.
10. Contract administration including bids, contracts, change orders, site observation, pay requests, punch lists, and final payments.
11. Coordinate projects with affected stakeholders and external agencies.
12. Conduct neighborhood public outreach programs.
13. Proven track record in motivating project team to maintain project schedule and budget.
14. Assist in preparing grant requests and manage grant funds.
15. Ensure customer satisfaction at all levels.
16. Prepare project related internal and external tracking, schedule and reports, notices, requests for Board action, and project updates.
17. Ability to maintain and organize detailed project files.
18. Responsible for other duties as assigned.

Knowledge, Skills & Abilities and Work Environment

* Knowledge and understanding in the use and application of project management control systems for estimating, scheduling, and cost control.
* Comprehensive knowledge of design principles, techniques and laws in planning, developing, operating, and maintaining County facilities.
* Requires knowledge of building codes and quality standards.
* Ability to lead and manage multiple projects simultaneously.
* Ability to understand, develop and review construction documents, estimates, and schedules.
* Effective interpersonal skills with emphasis on communicating complicated ideas and technical information to all levels of organization verbally and in writing.
* Ability to complete projects within budget and schedule.
* Ability to effectively conduct meetings.
* Strong problem solving ability.
* Proficient in MS Word, Excel, Teams, Project, and MS Outlook as well as Revu BlueBeam and/or Adobe Acrobat.
* Proficiency in Cad, Revit and/or similar modeling program is highly desirable.
* Experience coordinating and/or leading building construction projects.
* Experience coordinating and/or leading parks & greenway construction projects.
* Experience with environmental regulations
* Experience with the public engagement process

Work Environment
Work is performed in a County office building. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Occasional outside work below 0F and above 100F. Equipment used may include, but is not limited to, computer, printer, calculator, telephone, and copy machines.
