Essential Job Duties
The primary purpose of the position is to oversee all financial activities, reporting on revenue, supervising and training the housing finance staff, budgeting, managing risk, implementing guidelines, improving processes and providing sound financial management. The Business Officer will manage budgets and establish long-term financial goals for the department, analyze data, and provide trend analysis for sound decision-making. This position is key to effectively managing the financial stewardship of the services provided to the following two departments, University Housing and Fraternity and Sorority Life. This position performs long-term operational planning and fiscal strategy of approximately $80M budget within University Housing and $5M budget within Fraternity and Sorority Life.

Business Administration

  • As the primary position responsible for finances, manages a variety of business functions to ensure compliance and continuity of business practices.
  • Plans, implements and disseminates University business policies and procedures, and modifies these procedures to meet individual unit needs. Works closely with directors and staff regarding these policies; Coordinates efforts with different entities to seek common goals and consistent business practices.
  • Leads a team that processes all financial transactions, such as travel, credit card transactions, purchasing and insurance. Ensures costs are billed to the appropriate funding sources.
  • Develops and implements unit purchasing procedures and other business functions. Integrates these policies into the organization
  • Advises the department on financial stewardship with regard to management of funds.
  • Coordinates with Division Finance Office and campus partners to solve issues and find methods to improve the efficiency and compliance of fiscal and administrative practices.
  • Responsible for financial components of undergraduate student staff in the department, including on-boarding and off-boarding paperwork and accurate and timely submission of benefit compensation
  • Works in conjunction with DASA Finance and DASA HR for compensation of departmental graduate students, including stipend and tuition remission
  • Directs daily financial operations within the Department. Responsible for distribution of funds between units and projects.


Financial Management

  • Leads the departmental budget preparation, forecasting both expenditures and revenue projections for long term analysis.
  • Leads the rate proposal process for rental rates that support the long-term financial needs of the department.
  • Aligns financial plan to support capital improvement plan for all buildings in University Housing and Fraternity and Sorority Life.
  • Manages Departmental debt, including analyzing possible changes due to capital construction or asset purchases.
  • Manages the reserve budget for University Housing and projects reserve forecasts for the department
  • Monitors and reconciles the Departmental budget, including the budget of employee salaries and all other operational expenditures. Has decision making capability on budgetary items and requesting budget revisions. Responsible for budgetary forecasting to ensure adequate funding to support departmental operations.
  • Participates and assists in all strategic planning for the department.
  • Possesses and utilizes knowledge of accounting principles effectively.

Leadership

  • Directly supervises three financial office staff.
  • Responsible for all facets of Human Resources Management for direct reports: hiring appropriate staff, disciplinary action, growth and development of staff, and performance reviews.
  • Develops Departmental training sessions focused on business and financial requirements.
  • Main point of contact with Division Finance and the University Central Office including Budget, Controller's Office, and Insurance and Risk Management
  • Communicates with leadership as it pertains to all functional areas
  • Provides leadership and guidance in managing negotiations with vendors and department contracts
  • Fosters excellent working relations with personnel in the Department, staff and University in addition to external personnel on a daily basis.

Qualifications






Minimum Education and Experience

  • Bachelor's Degree in Business Administration, Accounting, or related business area; or equivalent combination of training and experience.
  • Five to seven years of experience working in financial management.
  • Advanced knowledge of Microsoft Excel.

Other Required Qualifications

  • Thorough knowledge of purchasing policies/procedures and rules/regulations.
  • General knowledge of accounting principles and methods.
  • Ability to monitor and coordinate work flow to accomplish requirements and deadlines within purchasing responsibilities.
  • Works effectively with others to accomplish goals, identifies alternatives to reach outcomes, develops relationships with both internal and external contacts.
  • Ability to manage the work and performance of those supervised to accomplish unit goals and objectives.

Preferred Qualifications

  • Knowledge of the PeopleSoft Financial or similar software.
  • Supervision experience
