Overall Purpose

The Sr. Program Operations Manager reports directly to the CTRO and will manage a comprehensive organizational program that supports 2LOD IT & InfoSec Risk management activities inclusive of workforce requirements, budgets, policies, strategic planning and operating objectives. This position utilizes a consultative approach and partners with executives, managers, and human resources and will be required to align with the company's Enterprise Risk Management Leadership around the structure of the 3LOD (three lines of defense) Program to ensure consistency in the implementation and operationalization across the organization.

Essential Functions

  • Leads and manages the design, development, delivery and evaluation of learning events, programs, policies, and strategies in support of a high performing 2LOD IT & InfoSec Risk organization.

  • Exercise substantial independent judgment, administrative authority and discretion in areas such as needs assessment, consultation, leadership development, program design, resource allocation, and evaluation of outcomes to ensure best practices are incorporated and 2LOD IT & InfoSec Risk objectives are achieved.

  • Manage the 2LOD IT & InfoSec Risk functions through cross-functional coordination with Enterprise Risk Management, Operational Risk Management, and the business in support of the company's Three Lines of Defense (3LOD) program.

  • Advise on the development and implementation of workforce plans, policies, standards, and guidance for training and management of personnel working on 2LOD IT & InfoSec Risk related operations, missions, and objectives of Early Warning.

  • Regularly interact with senior management or executive levels on matters concerning 2LOD IT & InfoSec Risk functional areas, divisions, and/or customers.

  • Manages internal/external 2LOD IT & InfoSec Risk related compliance engagements and provides formal support for measuring the effectiveness of Early Warning's Governance, Risk Management & Compliance Frameworks. This includes evaluating overall information security and technology risk and maintaining an active view on the actual, mitigated, and residual risks in the global Early Warning technology environment.

  • Document and maintain the Security business continuity and disaster recovery plans/tests, in accordance with the Company's Business Continuity requirements.

  • Define, create, and manage strategies for the design, implementation and evaluation of programs that facilitate the professional development, leadership, and continuous learning for all 2LOD IT&InfoSec Risk employees.

  • Performs needed assessments and reviews organization resources to ensure resources exist or are developed to support company 2LOD IT & InfoSec Risk needs based upon projected competencies, organizational changes, and other external factors, as well as the near and long-term goals of Early Warning.

  • Develop and document relevant metrics to analyze and evaluate the effectiveness of 2LOD IT & InfoSec Risk programs and services, ensuring their relevancy to the overall mission of Early Warning as well as short- and long-term strategic planning initiatives.

  • In collaboration with 2LOD IT&InfoSec Risk related areas, facilitates a comprehensive onboarding and Employee First Year Experience program for staff focused on the retention, engagement, and success of new employees, including tracking completion of new hire and annual Security Awareness training.

  • Develops and delivers comprehensive training programs and learning events to meet the professional development and continuing education needs focused on supervisory, management and leadership development for all 2LOD IT & InfoSec Risk employees, while developing and communicating clear training goals and measures of success against these objectives, focused on the goal of identifying and retaining key personnel.

  • Utilizes organizational development theory, best practices, and approaches (ADDIE model, etc.) to develop and implement effective, comprehensive programs and learning opportunities.

  • Support the company's commitment to risk management and protecting the integrity and confidentiality of systems and data.

Minimum Qualifications

  • Education and/ or experience typically obtained through completion of a BS degree in Computer Science, Information Security or related field.

  • A minimum of 12 years of experience in program management within Technology, Information security, or Risk environments.

  • Possess familiarity with risk management frameworks, risk assessment activities, and risk mitigation strategies.

  • Demonstrated expertise in program and project management and understanding of orchestration and learning models such as Waterfall, Agile, and ADDIE.

  • Must possess a strong information security and technical background and comprehensive understanding of cybersecurity threats, data privacy regulations, and emerging technologies.

  • Strong collaboration, communication, and people leadership skills in business and technical environments, including presentation experience.

  • Strong ability to influence and lead diverse groups to achieve desired results.

  • Ability to translate complex technical jargon into business language that can be easily consumed by all key stakeholders.

  • Ability to handle multiple complex projects, to work independently, have excellent follow-up, and meet tight deadlines for deliverables.

  • Possess excellent analytical and problem-solving abilities and be able to deal effectively with ambiguity and constant change.

  • Ability to be flexible and work in grey space.

  • Background and drug screen.

Preferred Qualifications

  • Past or current certifications relevant to the role such as PMP, CPM, SCRUM, CISA, CRISC etc...

Physical Requirements

Working conditions consist of a normal office environment. Work is primarily sedentary and requires extensive use of a computer and involves sitting for periods of approximately four hours. Work may require occasional standing, walking, kneeling, and reaching. Must be able to lift 10 pounds occasionally and/or negligible amount of force frequently. Requires visual acuity and dexterity to view, prepare, and manipulate documents and office equipment including personal computers. Requires the ability to communicate with internal and/or external customers. Employee must be able to perform essential functions and physical requirements of position with or without reasonable accommodation.

The base pay scale for this position in:
New York, NY in USD per year is: $154,000 - $193,000.
Additionally, candidates are eligible for a discretionary incentive plan and benefits.
