POSITION SUMMARY:

This position manages newly generated waste, advises generators on packaging, prepares waste containers for shipment, utilizes WCATS, and ensures program compliance.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job

MAJOR DUTIES & RESPONSIBILITIES:

Include, but are not limited to:
  • Provide Waste Management technical guidance (cradle to grave) to N3B projects and generators.
  • Evaluate and characterize waste (Solid, LLW, MLLW, Hazardous).
  • Develop waste on-site profiles for N3B waste streams.
  • Assists with labeling and placarding, as applicable, to each shipment movement on/offsite to final waste disposition.
  • Manages newly generated waste at N3B, advising generators on packaging, receiving waste from other N3B locations into TSDF, lab packing small quantities.
  • Obtains and reviews back-up documentation for each container on the load list to reference during shipment preparation.
  • Provides guidance and oversight of various organizations throughout N3B to ensure compliant shipment of waste and materials.
  • Provides oversight of junior waste coordinators and interface with subcontractor waste coordinators.
  • Reviews and approves waste section of maintenance work packages and assists in procedure development.
  • Ability to communicate major elements of waste management and characterization to both technical and non-technical personnel.
  • Supports development and implementation of training and qualification requirements to N3B training organization for the certification of waste personnel per N3B policy requirements; and
  • Review and provide technical input for waste sampling and analysis plans.
  • Performs other duties as required.

EDUCATION & EXPERIENCE:

  • A bachelor's degree in a closely related field. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.
  • Level 3: Five (5) to Eight (8) years of hazardous waste/hazardous materials management.
  • Acquire DOT shipping certification as assigned. Per DOE O 426.2, this position requires one year of job related experience.
  • Level 4: Level 3: Nine (9) to Eleven (11) years of hazardous waste/hazardous materials management.
  • Acquire DOT shipping certification as assigned. Per DOE O 426.2, this position requires one year of job related experience.

KNOWLEDGE, SKILLS, & ABILITIES:

Level 3:

  • Working knowledge of the following regulations: Pipeline and Hazardous Materials Safety Administration Department of Transportation, Federal Motor Carrier Safety, Resource Conservation and Recovery Act (RCRA), and Nuclear Regulatory Commission (NRC).
  • Working knowledge of MS Office (Word, Excel, PowerPoint and Outlook) required.
  • Working knowledge of radiological characterization strategies; and
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job. Skill in organization, time management, attention to detail, and analytics, with the ability to exercise independent judgment.
  • Skill in packaging, handling and/or transporting solid, liquid, hazardous, radioactive, and/or mixed wastes.
  • Ability to build and work collaboratively in a team concept environment and work
  • Level 4:

  • Skill in organization, time management, attention to detail, and analytics, with the ability to exercise independent judgment.
  • Skill in packaging, handling and/or transporting solid, liquid, hazardous, radioactive, and/or mixed wastes.
  • Ability to build and work collaboratively in a team concept environment and work independently as needed.
  • Ability to lead and mentor junior waste coordinators.
  • Ability to meet the level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
  • Ability to work within established policies and procedures, using independent judgement, ingenuity, and integrity.

BUSINESS ASSOCIATION:

LEVEL 3: Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

LEVEL 4: Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.

IMPACT:

LEVEL 3: Exerts some influence on the overall objectives and long-range goals of the organization. Erroneous decisions or failure to achieve objectives would normally have serious effect upon the administration of the organization.

LEVEL 4: Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS:

  • Individuals must be able to perform the essential functions of the job with or without a reasonable accommodation.
  • This position works in an office environment with low noise level due mostly to office equipment and in the field with occasional exposure to loud sounds and distracting noise levels.
  • While performing the duties of this job, the employee is regularly required to sit, walk, stand, and occasionally climb or balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl, and reach with hands and arms.
  • This position frequently must lift and/or move up to 10 pounds and infrequently must lift and/or move up to 20 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
  • Hearing requirements include ability to listen and respond appropriately to conversations in person, virtually, and over the phone.
  • Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated.
  • Field activities may require walking on uneven terrain and working in unfavorable weather conditions.

ADDITIONAL QUALIFICATIONS:

  • Maintains required safety, security and operational training; assure procedural and regulatory compliance; make safety, security and quality an integral part of every task; including stopping work if job is unsafe or compromises security.
  • Must obtain an L level Department of Energy security clearance.
  • This position will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII).
