We are seeking a Sr. Technical Program Manager - Tooling & Methodology (Measurement) to join the Global Measurement & Insights (GMI) team. This role will own the development of GMI Measurement Solutions and tools designed to operationalize advanced measurement methodologies and improve the efficiency and scalability of measurement delivery across clients.

You will partner closely with Data Scientists, Researchers, Measurement Leads, and Analytical Leads to translate sophisticated measurement approaches into scalable, automated, and user-friendly tools that enable consistent, high-quality measurement at scale. The goal of this role is to make advanced measurement easier to execute, faster to deliver, and repeatable across Microsoft Ads' global advertiser base.

As part of the Global Measurement & Insights (GMI) organization, this role is critical to scaling advanced measurement across Microsoft Ads. You will:

  • Build the solutions and tools that enable Measurement Leads and Analytical Leads to work faster, smarter, and more consistently
  • Turn complex methodologies into repeatable, scalable systems used across clients globally
  • Drive operational efficiency while increasing measurement rigor and impact

Starting January 26, 2026, Microsoft AI (MAI) employees who live within a 50- mile commute of a designated Microsoft office in the U.S. or 25-mile commute of a non-U.S., country-specific location are expected to work from the office at least four days per week. Responsibilities
  • Lead the end-to-end delivery of GMI Measurement Solutions and tools that streamline and scale measurement workflows across attribution, incrementality, experimentation, analytics, and advanced insights.
  • Build tools and solutions that automate complex measurement processes, reducing manual effort and increasing consistency across clients.
  • Translate advanced measurement methodologies into intuitive, scalable technical systems.
  • Partner with Data Scientists, Researchers, Measurement Leads, and Analytical Leads to productionize statistical models, experimentation frameworks, and analytical methodologies.
  • Ensure methodologies are embedded into scalable solutions that can be reused across customers and markets.
  • Define standards and best practices for measurement tooling, validation, and governance.
  • Partner with cross-functional teams across Engineering, Product, Data Science, and TPM partners on execution and tracking performance.
  • Support program planning, prioritization, risk management, and delivery of complex tooling initiatives.
  • Resolve dependencies and unblock technical challenges impacting scale and efficiency.
  • Establish success metrics and monitoring to ensure tooling accuracy, performance, and adoption.
  • Ensure systems meet enterprise standards for reliability, privacy compliance, and scalability.
  • Provide clear and timely updates on progress, risks, and dependencies to stakeholders and partner teams, escalating appropriately when needed.


Qualifications

Required Qualifications:

  • Bachelor's Degree AND 4+ years' experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years' experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • Solid technical fluency in data platforms, ETL Frameworks, analytics tooling, and software development lifecycles.
  • Experience building analytics, experimentation, or measurement solutions in advertising, martech, or large-scale data environments.
  • Familiarity with modern measurement methodologies such as incrementality testing, attribution, or experimentation frameworks.
  • Experience working closely with data science teams to operationalize models and analytics workflows.
  • Solid understanding of privacy-forward data practices and governance.
  • Excellent communication and stakeholder management skills.
  • Proven success leading large-scale technical programs involving complex systems and cross-org dependencies.
  • Experience translating analytical or methodological concepts into scalable production systems.
  • Ability to drive clarity and execution in ambiguous environments.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
