About the role:
As a Director, Strategic Engineering Partnerships & Growth you will be responsible for building and running a centralized operating model that (1) governs all external resource partnerships (vendors, specialty subcontractors, strategic alliances) and (2) serves as the single front door for APx partner supply and demand signals across the global nuclear engineering services portfolio. The role standardizes partner resource definitions, skills, capacity and competency models, and intake-to-fulfillment processes to ensure the right partner resources are deployed to meet business needs. This role will work in strategic partnership with APx Engineering, APx Supply Chain, APx Projects and OPx BUs to ensure agreements fully align with operational needs. You will report to the Vice President, Plant & Design Engineering and be located at our global headquarters in Cranberry Township, Pennsylvania. This position is hybrid; you will be onsite 2 days per week.
Key Responsibilities:
- Build a global view of internal capacity, partner capabilities, certifications, clearances, and readiness.
- Lead long-range build/buy/partner modeling to inform hiring plans, training, and supply chain sourcing strategies.
- Lead the strategy for global engineering partnerships, including niche nuclear specialties and surge-support providers.
- In close coordination with Supply Chain, Finance and APx Engineering, co-develop category strategies, sourcing roadmaps, cost models, and partnership frameworks.
- Influence and support contract negotiations (MSAs, rate cards, SLAs, quality requirements, flow-downs).
- Establish performance management routines including: SLAs, KPIs, quarterly business reviews, and improvement plans.
- Represent the strategic engineering partnership function as a senior leader at executive tables.
- Govern partnership supply and demand alignment, scenario planning, capacity risk analysis, and prioritization decisions.
- Drive enterprise-wide partnership fulfillment performance, ensuring timely deployment of qualified resources.
- Implement rapid-response models for emergent needs.
- Develop and maintain organization and staff to manage and ensure compliance with contractual agreements.
- Provide executive dashboards for capacity, forecast accuracy, cost trends, partner performance, and utilization.
- Consult with other internal functions to provide advance information on potential partnership opportunities.
- Collaborate with Supply Chain, Legal, EHS, and Quality to ensure all partner work complies with standards.
- Evaluate commercial performance, cost-to-serve, and long-term supply risk; drive actions that improve commercial competitiveness.

Qualifications:
- Bachelor's in Engineering
- Minimum 12+ years applicable experience including minimum 5 years experience in a project management role
- Enterprise Leadership: Operates at the system level; influences across APx functions and APx and OPx BUs.
- Strategic Judgment: Balances regulatory compliance, commercial impact, and operational need. Proven ability to lead global operations, influence senior stakeholders and manage complex resource portfolios
- Commercial Acumen: Understands contracts, rate structures, cost drivers, and partnership economics. Strong business acumen and commercial negotiation experience.
- Cross-functional Influence: Works seamlessly with Supply Chain, Legal, EHS, Finance, and Engineering leads.
- Operational Excellence: Builds scalable processes that improve reliability and predictability.
- Change Leadership: Drives adoption of new processes across globally distributed engineering teams.

We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $162,000 to $202,500 per year.
