SUMMARY
-
The Performance and Planning Deputy Administrator of Data and Data Analytics provides leadership, supervision, and strategic direction for the organization's data and analytics functions. This role oversees a team of data analysts and is responsible for advancing data-driven decision-making to improve performance, enhance operational effectiveness, and support organizational growth. The Deputy Administrator leads initiatives related to data integration, data governance, and predictive analytics. This position ensures the accurate collection, management, analysis, and interpretation of data to inform strategic planning, program evaluation, and performance improvement efforts. The role also collaborates with executive leadership and program areas to identify key metrics, develop reporting tools and dashboards, and translate complex data into actionable insights.
This position is situated in the Office of Strategy Management (OSM) in the Department of Health and Human Services which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents. As part of OSM team, the Specialist works collaboratively with all other HHS Offices. Work is performed with a high degree of independent administrative judgment. Additional responsibilities include policy development, supervision of Performance and Planning Data Analysts, performance evaluations, implementation and monitoring of state and federal mandates and regulations, and other administrative duties. Completes all other tasks as assigned by Administrator of the Office of Performance and Planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reporting to the Administrator of the Office of Performance and Planning (OPP), the Deputy Administrator:
- Builds, leads, and sustains a positive, high-performing, outcomes-driven team through effective recruitment, training, performance management, coaching, and succession planning.
- Promotes and operationalizes HHS core values, culture, and strategic priorities across all areas of responsibility.
- Develops, implements, and manages strategic initiatives with clearly defined, measurable outcomes that support organizational performance and continuous improvement.
- Demonstrates proactive problem-solving by identifying emerging issues and trends and ensuring timely, effective resolution.
- Ensures alignment of data, performance, and quality initiatives with the Office of Strategy Management and broader departmental priorities.
- Collaborates with internal and external stakeholders to strengthen accountability, transparency, and data-informed decision-making.
- Performs other duties as assigned.
SPECIALIZED DUTIES AND RESPONSIBILITIES Enterprise Data and Analytics Leadership
- Leads the Department's advancement toward enterprise data integration in accordance with established Data Governance Protocols.
- Develops, implements, and maintains policies and procedures outlined in the HHS Data Governance framework.
- Serves as Chair of the HHS Data Committee and facilitates cross-departmental data governance and decision-making.
- Supervises and manages a team of data analysts, establishing clear goals and ensuring alignment with departmental strategic objectives.
- Develops and implements data analytics strategies, standards, methodologies, and best practices, incorporating emerging tools and technologies as appropriate.
- Oversees the collection, integration, and management of data from multiple systems, ensuring data accuracy, quality, integrity, and appropriate use.
- Partners with Information Technology to support and enhance data infrastructure, including databases, data warehouses, and reporting environments.
- Applies advanced analytics techniques, including statistical analysis, data mining, and predictive modeling, to generate actionable insights.
- Develops and maintains dashboards, reports, and performance tools to monitor key performance indicators (KPIs), organizational outcomes, and strategic initiatives.
- Translates complex analytical findings into clear recommendations for executive leadership and program stakeholders.
- Manages analytics projects to ensure adherence to timelines, quality standards, and deliverables, and implements continuous process improvements.
- Ensures compliance with applicable data privacy regulations and organizational policies and implements appropriate data security practices.
OFFICE OF MENTAL HEALTH DATA SUPPORT
- Evaluates the effectiveness of Adult Mental Health services through data analysis, program monitoring, and site visits, ensuring compliance with federal and state requirements, including those of the Office of Mental Health and Substance Abuse Services (OMHSAS), and County policies and procedures.
- Develops and utilizes comprehensive performance reports and trend analyses to identify risks, gaps, and opportunities for service improvement.
- Serves as a liaison among the Office of Mental Health, contracted providers, community partners, regional OMHSAS representatives, and other human service agencies to support collaboration, communication, and timely problem resolution.
- Supports a Recovery and Resiliency-oriented system of care through stakeholder engagement, community education, and partnership with individuals, families, providers, and community organizations.

QUALIFICATION REQUIREMENTS

- Bachelor's degree from an accredited college or university in Public Administration, Health Administration, Data Analytics, Information Systems, Statistics, Social Sciences, Behavioral Health, or a closely related field.
- Five (5) years of progressively responsible professional experience in data analysis, performance management, program evaluation, or quality improvement within a human services, healthcare, behavioral health, or government setting.
- Two (2) years of supervisory or leadership experience, including staff development, performance management, and project oversight.
- Demonstrated experience developing and using data to inform decision-making, performance measurement, and strategic planning.
- Experience working with multiple data sources, data integration concepts, and data quality management practices.
- Knowledge of data governance principles, confidentiality requirements, and applicable data privacy regulations (e.g., HIPAA or other relevant standards).
- Experience developing reports, dashboards, or data visualizations and translating complex information for non-technical audiences.
- Demonstrated ability to manage multiple priorities, lead cross-functional initiatives, and meet deadlines in a complex organizational environment.
- Strong written, presentation, and interpersonal communication skills, with the ability to collaborate effectively with leadership, program staff, external partners, and service providers.
Preferred Qualifications
- Master's degree in Public Administration, Public Health, Health Informatics, Data Analytics, Social Work, Behavioral Health, or a related field.
- Experience in a county or state human services or behavioral health system.
- Knowledge of Adult Mental Health services, Recovery and Resiliency principles, and value-based purchasing or performance-based contracting.
- Experience supporting or implementing data governance frameworks or enterprise data integration initiatives.
- Experience working with behavioral health regulatory and oversight requirements, including those of the Office of Mental Health and Substance Abuse Services (OMHSAS).
- Advanced technical skills with data tools such as SQL, Power BI, Tableau, Python, R, or similar analytics platforms.
- Experience conducting program monitoring, site reviews, or provider technical assistance.
