Summary

Coordinates and supports the design and implementation of Capital Improvement and Public Works projects, ensuring compliance with City standards, regulatory requirements, and accepted engineering practices. Works with City departments, consultants, agencies, and the public to facilitate project development and delivery.

Essential Duties and Responsibilities

  • Coordinate and manage Capital Improvement Projects (CIP) from inception through construction, including scoping, design procurement, contract negotiation, design review, bidding, and construction administration.

  • Prepare, administer, and support negotiation of contracts and agreements for CIP projects and water and wastewater studies.

  • Coordinate with City departments, utility providers, consultants, and outside agencies to support design and construction of water, wastewater, and related infrastructure projects.

  • Ensure project designs and system improvements comply with applicable local, state, and federal regulations (e.g., TCEQ), as well as City standards and specifications.

  • Provide engineering support and technical assistance to internal Water Department divisions as well as external City Departments, including Streets and Engineering.

  • Collaborate with internal staff and external stakeholders to communicate project scope, schedules, and requirements, and to facilitate project coordination.

  • Represent the Department and City at project meetings, public meetings, and stakeholder engagements; organize and coordinate project-related meetings and outreach efforts.

  • Respond to and assist with inquiries and concerns from residents and outside agencies related to water and wastewater systems; evaluate issues and recommend solutions.

  • Prepare project documentation, including agenda items, reports, and resolutions, for City Council and management review.

  • Monitor project scope, schedule, costs, and construction activities to support effective project delivery and compliance.

  • Assist with system planning efforts, including evaluation of water and wastewater infrastructure needs, capacity, and long-term improvements.

  • Analyze system data, reports, and studies to support project decisions and operational improvements.

Graduate Salary Range: $63,252 - $82,243 (Depending on qualifications and experience)

Graduate Minimum Qualifications

  • Bachelor of Science in Civil Engineering from ABET accredited school.

  • 0-5 years of experience.

Graduate Preferred Qualifications

Education/ Experience:

  • E.I.T. license

Sr. Salary Range: $92,690.00 - $125,156.98 (Depending on qualifications and experience)

Sr. Minimum Qualifications

  • Bachelor of Science in Civil Engineering from ABET accredited school.

  • Licensed Professional Engineer 7 years of municipal related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Sr. Preferred Qualifications

Education/ Experience:

  • 7-10 years experience in public works and water/wastewater design and/or construction

Knowledge, Skills & Abilities

  • Extensive knowledge of Civil Engineering principles, techniques and practices

  • Extensive knowledge of Capital Improvement Projects

  • Skill in Microsoft Office (Word, Excel, PowerPoint and Access)

  • Skill in hydrologic and hydraulic modeling programs such as InfoAsset, InfoWorks, InfoWater, ArcGIS and AutoCAD

  • Ability to read and interpret construction documents and plans

  • Ability to communicate written and orally in English

Licenses and Certifications

  • Valid Class C Texas driver's license

  • Licensed Professional Engineer

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional exposure to unpleasant environmental conditions and/or hazards may be required.
