Job Description

The Information Technology Specialist provides application development, systems analysis, and technical support services in alignment with mission requirements supporting Department of Defense (DoD) training and program operations. This position supports the design, development, integration, and maintenance of software applications and systems used to support training development, program management, and organizational processes.

The Information Technology Specialist analyzes and refines system requirements based on customer needs, mission objectives, and operational constraints. The position translates system requirements into functional application designs and prototypes, ensuring solutions meet user needs and technical standards.

The Information Technology Specialist supports the planning and design of system and application architectures, including defining system components, interfaces, and data flows. The role includes developing, debugging, and maintaining application code to ensure performance, reliability, and maintainability of systems.

The position determines and designs application architecture and output formats, including reports, dashboards, and other deliverables that support user requirements. The Information Technology Specialist designs and implements user interfaces that are functional, efficient, and aligned with user expectations and mission needs.

The Information Technology Specialist collaborates with customers and stakeholders to test applications, validate functionality, and ensure software solutions meet performance and quality requirements. The position supports software quality assurance processes and ensures systems meet established standards for functionality and reliability.

The role integrates hardware and software components within the systems environment and supports system implementation and deployment activities. The Information Technology Specialist develops and maintains program documentation, including technical specifications, user guides, and system documentation.

The position evaluates emerging application technologies and provides recommendations for improvements or enhancements to existing systems. The Information Technology Specialist ensures the application of information security and information assurance policies, principles, and practices in the development and delivery of software solutions.

Additionally, the role supports training development environments and systems that utilize computer-based applications, collaborating with program teams to ensure technology solutions effectively support training and operational objectives.

Job Requirements

Required



  • Minimum of five (5) years of experience supporting application development, systems analysis, or related information technology activities.
  • Knowledge of information security and information assurance principles and practices as applied to application development and systems environments.
  • Strong analytical and problem-solving skills with the ability to assess requirements and develop effective technical solutions.
  • Strong written and verbal communication skills, including the ability to communicate technical concepts to both technical and non-technical stakeholders.
  • Ability to work independently and collaboratively while managing multiple priorities in a fast-paced environment.



Preferred



  • Experience supporting Department of Defense (DoD) or U.S. Navy IT and training environments.
  • Experience supporting systems aligned with Naval Education and Training Command training programs.
  • Familiarity with software development frameworks, tools, or programming languages commonly used in enterprise environments.
  • Experience supporting learning management systems (LMS), training systems, or instructional technologies.
  • Experience supporting system integration, deployment, or configuration management processes.
  • Experience applying cybersecurity best practices and compliance requirements in software development.


Education

Bachelor's degree in Information Technology, Computer Science, Software Engineering, or a related field.

Equivalent relevant experience supporting application development, systems analysis, or information technology environments may be considered in lieu of formal education where appropriate.
