Description

The Information Technology Manager is a mission-critical executive role responsible for the strategic management and operational execution of the Information Technology (IT) department for the U.S. Army Warrant Officer Career College (USAWOCC). The Manager serves as the primary technical authority for the S6/Information Management Officer (IMO), overseeing a complex ecosystem comprising 945 automation systems, 26 enterprise classrooms, and mobile capabilities for over 2,800 students and 110 cadre annually. The objective of this role is to ensure 100% system availability, rigorous cybersecurity compliance, and the seamless execution of the annual Life Cycle Replacement (LCR) program in alignment with Department of the Army and DoD regulations.

Positions are contingent upon award of contract.

Responsibilities:

  • Strategic Project Management: Lead project planning, scheduling, and task breakdown; identify requirements and proactively track issues, problems, and risks.
  • Operations & Helpdesk Oversight: Manage the S6 Trouble Ticket Portal and Helpdesk, ensuring 100% of tickets are resolved within a strict 72-hour Service Level Agreement (SLA).
  • Identity & Access Management (IAM): Administer Active Directory (AD) for cadre and students, including account creation, group permissions, and the management of the Account Validation System (DD Form 2875).
  • Asset Lifecycle Management: Execute the annual Life Cycle Replacement (LCR) utilizing the Computer Hardware, Enterprise Software and Solutions (CHESS) platform; maintain a 98% accurate inventory of all automation equipment.
  • Enterprise Classroom Support: Oversee technical operations for 26 USAWOCC classrooms, including troubleshooting complex Audio-Visual (AV) systems and coordinating with the Enterprise Classroom Program (ECP) representatives.
  • Mobile & Cloud Administration: Manage all DoD Mobility Unclassified Capability (DMUC) devices and oversee Army365 licenses and accounts.
  • Systems Administration: Perform hardware/software repairs and utilize PowerShell scripting to automate tasks within Windows 11 and Office 365 environments.
  • Compliance & Security: Ensure all systems maintain the security posture dictated by the Fort Rucker (Fort Novosel) NEC and AR 25-2; develop and maintain a Quality Control Plan (QCP).

Desired Skills

  • Professional Certification: Project Management Professional (PMP) certification is highly desired.
  • Procurement Expertise: Advanced familiarity with the Army's CHESS purchasing process and ECP software/hardware standards.
  • Operational Continuity: Candidates with prior experience supporting USAWOCC (incumbents) are preferred to maintain institutional stability.
  • Communication: Proven ability to provide technical assistance to end-users via phone or in-person while maintaining professional standards and identifying as a contractor.
  • Reporting Excellence: Proficiency in generating monthly Audio/Visual Classroom reports, Lifecycle reports, and weekly ticket resolution metrics.
Requirements
  • Education: Must possess a Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline.
  • Experience (General): Requires at least 12 years of experience as an Information Technology Manager or Project Manager.
  • Experience (Specialized): Must have documented experience in:
    • Windows group permissions and Active Directory troubleshooting.
    • PowerShell scripting for Windows 11 and Office 365.
    • Hardware/software repair and printer troubleshooting.
    • Warranty management and Life Cycle Replacement (LCR) processes.
  • Security Clearance: Must possess and maintain an active U.S. SECRET clearance (at time of proposal).
  • Certifications:
    • Must possess a current CompTIA Security+ certification (IAT Level II compliant).
    • Must be registered in the Army Training Certification Tracking System (ATCTS).
  • Citizenship/Residency: Must be a U.S. Citizen and eligible for a Common Access Card (CAC) via a favorable National Agency Check (NAC).
  • Physical/Site Requirements: Must be able to perform work on-site at Fort Rucker (Fort Novosel), AL.
