Overview

Na Ali'i is seeking an IT Capture / Business Development Analyst to support and grow our Federal Information Technology line of business. This individual will support senior leadership, the Business Development team, and project managers to identify, research, qualify, and pursue Federal Government contracting opportunities. The role will help develop capture strategies and produce high-quality pre-award artifacts (Sources Sought, Requests for Information (RFI), Requests for Proposals (RFP), Requests for Quotes (RFQ), and related capability briefings). The ideal candidate has at least two years of Federal business development/capture exposure, understands the Federal acquisition process, and is comfortable leveraging AI-enabled tools to accelerate research and drafting while maintaining accuracy and compliance.



Responsibilities

    Identify, research, and qualify Federal IT contracting opportunities across multiple sources (e.g., SAM.gov, GovWin, agency forecasts, and partner leads).
  • Develop and support capture activities, including customer and mission research, competitive analysis, win themes, and teaming/partner strategies.
  • Draft and coordinate responses to Sources Sought, RFIs, RFQs, RFPs, and capability statements/briefings in collaboration with technical and management SMEs.
  • Leverage AI-enabled tools to accelerate opportunity research and proposal development (e.g., summarizing solicitations, creating outlines, drafting content, and building compliance matrices), while validating outputs for accuracy, tone, and compliance.
  • Maintain and update the IT pipeline in Salesforce and other systems; produce timely reports, dashboards, and executive briefings.
  • Engage delivery leaders to shape solution approaches and ensure proposals reflect practical, compliant service delivery plans.
  • Support contract onboarding for new wins and smooth transition from Business Development to execution (including kickoff preparation, staffing support, and documentation).
  • Support contract modifications and extension efforts in coordination with project execution teams.
  • Continuously improve capture/proposal processes, templates, and reusable content libraries.


Qualifications

The ideal candidate possesses expertise and experience in the business development cycle. Specifically, the ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • General understanding of Federal contracting and acquisition processes, including solicitation types (Sources Sought, RFI, RFQ, RFP) and how opportunities move through the pipeline.
  • Strong writing, editing, and oral communication skills; ability to apply stylistic and grammatical standards across multiple content types.
  • Ability to synthesize complex or diverse information and translate technical concepts into clear, compelling proposal language.
  • Demonstrated ability to research customers, missions, markets, competitors, and partners; collect and analyze contract information to inform a capture approach.
  • Proficiency using AI-enabled tools to support research and drafting, with sound judgment to validate outputs and safeguard sensitive/company information.
  • Familiarity with common Federal contract vehicles and award types (e.g., GWACs, MACs/IDIQs, BPAs, and 8(a) direct awards) is preferred.
  • Experience supporting or delivering IT projects for Federal Government customers is preferred (e.g., service delivery, onboarding, PMO support, or contract modifications).
  • Experience with Salesforce, GovWin, SAM.gov, Qlik, and/or similar tools is preferred.
  • Strong time management skills and ability to prioritize; ability to work under pressure and meet tight deadlines.
  • Collaborative, proactive, and comfortable working across teams; willing to take initiative and solve problems.

Education and Experience: This position requires a bachelor's degree from an accredited institution. A minimum of two (2) years of Federal Government business development and/or capture experience is required (part-time experience over two years while active in Government contracting service delivery is suitable). Experience supporting or delivering IT projects for Federal Government customers is preferred.

Location: Hybrid work with at least 3 days a week in office in Arlington, VA.

Clearance Requirements: Must be a US Citizen. Existing government security clearance is a plus.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
