What You'll Do This position will support Public Health programs by providing a variety of highly skilled administrative functions and tasks under limited supervision. The primary duties of this position include greeting clients and answering phones at the Public Health front desk. Other assignments may include processing program mailings, and document management. The successful candidate will have a positive and resilient attitude, be organized, reliable, and have strong attention to detail.
Location, Schedule, and Work Environment This position primarily works out of the Northern Service Center in West St Paul, MN. This position will likely also complete some work out of the Western Service Center in Apple Valley. Work is mainly performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.). The work is performed in a County office building. Some of the work is sedentary and may have extensive use of computer. Incumbents may need to lift up to twenty pounds on an occasional basis. Travel may be required.

Minimum Qualifications

NEED TO HAVE QUALIFICATIONS
- Associates Degree in business administration, human services or related field AND One year of progressively responsible administrative experience in an office environment
OR
- High School Diploma AND Three (3) years of administrative experience in an office environment
NICE TO HAVE QUALIFICATIONS
- Bilingual skills are desirable, Spanish is highly desirable
- Experience in working with diverse populations and clients with limited English proficiency
- High level of skill with Microsoft Office applications
- Experience in electronic databases and records management systems

Duties & Responsibilities

- Receives incoming telephone calls and greets clients. Directs calls to appropriate personnel and provides specific program information.
- Provides administrative support to the department or in support of programs, including but not limited to: organize, prepare, maintain forms, documents and other program materials; maintain office equipment, call for maintenance; process incoming and outgoing mail and faxes; photocopy documents and distribute to appropriate parties.
- Receives and resolves questions and concerns relating to specific program areas and solve complex issues.
- Serves as program or department liaison for community partners, customers, and clients in order to respond to inquiries or resolve service issues.
- Collects, maintains, and reports program information to ensure program services are delivered.
- Serves as a resource regarding information maintained in state and county databases, as well as tracking or updating information in state and county databases.
- Processes program information, verifies and enters information into appropriate data systems specific to program, assuring data integrity.
- Other duties as assigned.

Skills to:
- Use Microsoft productivity application software (Microsoft Office, etc.).
- Communicate effectively in both verbal and written formats.
Ability to:
- Work effectively with clients and staff from diverse cultural and ethnic backgrounds.
- Deal effectively with multiple and sometimes conflicting demands while maintaining composure and professionalism.
- Demonstrate adaptability in managing multiple simultaneous tasks and collaborate with the supervisor to prioritize and coordinate work according to client and department needs and to meet deadlines.
- Problem solve while demonstrating good judgement.

- State, Federal and County guidelines for appropriate Public Health programs.
- Mission and vision of the Public Health department and program operational guidelines, business practices, staff needs, and client service outcomes.
Skills to:
- Communicate effectively with Spanish-speaking clients in a public service setting
- Work with diverse populations and clients with limited English proficiency
- Advanced capability with Microsoft Office applications
Ability to:
- Recognize and comply with HIPAA and other data privacy regulations.
- Utilize County electronic data management systems to organize and manage confidential documents in a centralized method.
