DOT oversees one of the most complex urban transportation networks in the world. DOT's staff manages an annual operating budget of $1.1 billion, along with 6,300 miles of streets and highways, over 12,000 miles of sidewalk, nearly 800 bridges and tunnels, including the iconic East River bridges, and the Staten Island Ferry. DOT staff also design bicycle facilities, bus lanes, and public plazas.

This Senior Counsel position will report to the General Counsel and be the primary legal support to DOT IT & Telecom Division, providing high level legal support for agency-wide technology-related projects, programs and initiatives. The ideal candidate should have significant experience developing, drafting and negotiating, reviewing and/or modifying complex contracts, technology agreements and software licensing terms to meet DOT and citywide technology standards and objectives. The successful candidate will have the ability to handle a high volume of matters and contracts with timely turn arounds.

Assignments and tasks will include providing legal counsel in support of large and multifaceted procurements, including issues of intellectual property licensing, data privacy and information security, cloud hosting platforms, telecommunications infrastructure, outsourcing, and other technology matters. The successful candidate will work closely with both the Agency Privacy Officer and the Chief Information Security Officer to ensure that DOT meets and maintains DOT and citywide policies regarding identifying information and cloud computing. Further, the selected candidate will be integral in assisting in the development of policies and providing ongoing guidance pertaining to the use and procurement of and/or integration of artificial intelligence large language model tools. The successful candidate will partner with the relevant stakeholders to ensure compliance with current and future city, state and federal policies, and with local laws and regulations.

The chosen candidate must be able to work closely with executive management on relevant legal issues as well as provide legal representation regarding contract and technology matters with internal DOT departments, external city agencies and external DOT vendors. The candidate will also work on contract related matters to ensure efficient resolution of administrative issues, procurement challenges and disputes. The selected candidate must have the ability to simplify ideas to communicate with DOT employees on germane legal matters in preventive legal measures and standards. Strong communication skills, both written and oral, as well as strong drafting skills as well as the ability to effectively prioritize projects are necessary for the successful candidate.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.


Preferred Skills
Experience in technology contracts related cloud computing, data privacy, and intellectual property licensing. Experience with the Procurement Board Policy Rules.
