Job Summary
The Business Continuity Planner works independently developing, implementing and coordinating Business Continuity Programs under general direction of the Emergency Manager. This position works directly with leaders from all aspects of UC Davis Health, including the Schools of Medicine and Nursing. The position provides direction and leadership to prepare the Health campus to continue its mission (patient care, teaching, and research) through any disaster challenges the organization may encounter. Works with subject matter experts and departments to develop business continuity plans that comply with all federal and state regulations. Collaborates with partners on various initiatives in the broad field of business continuity and emergency management, as assigned by the Emergency Manager and UC Office of the President.
Additionally, this position holds responsibility for tracking emergency preparedness and vulnerability trends locally, regionally and nationally, identifying opportunities for improvement, serving as a technical expert in emergency management issues, hazard vulnerability analysis, emergency response planning, exercise design, and business continuity planning. This position supports the Emergency Manager with special projects pertaining to system-wide disaster preparedness; supports programs generated by the Emergency Management Program; works system-wide with departments to ensure that UCDH meets its goals and program responsibilities and remains in compliance with Emergency Management standards from The Joint Commission, CMS, and other regulatory agencies; addresses complex emergency management and disaster preparedness issues that require unique and innovative solutions; and independently develops training programs and surveys applicable to disaster preparedness and response.
The position also supports UCDH goals of fostering communication, promoting a safe working environment for staff, the facility and public; cooperating with staff from other departments and teams to facilitate the delivery of services to the UC community; and developing and recommending improvements to processes in all areas of responsibility. - Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
- Bachelor's degree in relevant field and / or equivalent experience / training. Relevant fields include (but are not limited to) business continuity planning, business administration, disaster management, higher education management, organizational development, education, planning, operations analysis, public administration. An equivalent combination of education and experience may be substituted.
- Experience with implementation of emergency management or business continuity programs including hazard analysis, mitigations and preparedness planning, as well as response to and recovery from disaster events.
- Experience managing major change initiatives, bringing diverse needs and constituent groups together to create improvements.
- Extensive experience working with spreadsheet, word-processing, presentations, e-mail, and web explorer software required. Ability to learn and apply other personal computer-based software as required.
- In-depth knowledge of business continuity and/or emergency management. Must have skills, knowledge and abilities to apply professional knowledge and expertise from disciplines of business continuity and emergency management using original and innovative approaches and techniques to solve complex problems.
- Awareness and understanding of the requirements of The Joint Commission and Centers for Medicare and Medicaid Services standards as applicable to Emergency Management in healthcare settings.
- Must have analytical, critical thinking, and decision-making skills to understand complex processes and their interrelationships; to comprehend technical and analytical information; to generate alternative courses of action; and to set objectives for decisions.
- In depth knowledge of data base systems development and administration. Demonstrated skills to write and execute custom queries using SQL language to extract system data for analysis and produce custom reports.
- Demonstrated organizational skills with demonstrated ability to prioritize overlapping activities, multi-task and work with interruptions while maintaining a high degree of accuracy and meeting deadlines.
- Strong demonstrated written and verbal communication skills.
- Demonstrated ability to comprehend and follow written and verbal instructions, to organize writing into logical format, and to express ideas assertively, clearly, and concisely. Skills to proofread and edit data to correctly and accurately report and reflect the status of reports to a variety of audiences with different levels of understanding and needs.

Preferred Qualifications
- CBCP (Certified Business Continuity Professional) certification.
- Master's degree is preferred or highly desirable, plus experience in relevant field.
- Knowledge and understanding of healthcare institutions; experience in an academic or healthcare setting desirable.
- Knowledge and experience in the design of web-based business processes is preferred but not required.
- Ability to work with all levels of hospital staff including senior administration, UCOP Risk Services and emergency management / business continuity peers.
