Job Summary:

Provides seniorlevel leadership and strategic direction for the company's estimating function. The Chief Estimator works closely with executive leadership, operations, manufacturing, and business development to evaluate project feasibility, support bid and nobid decisions, and ensure estimates reflect market conditions and operational capabilities..

Main Responsibilities:

* Embrace the Company's safety culture, actively support all safety initiatives, and adhere to defined accountabilities implemented by the Simon Steering and Continuous Improvement teams
* Support, promote, and practice the Company's core values, vision, and mission; follow code of ethics, workplace conduct, safety, and other established policies
* Establish and execute the overall estimating vision, strategy, and governance aligned with corporate goals and profitability objectives
* Provide oversight of bid selection, pricing philosophy, risk tolerance, and resource allocation across all estimating activities
* Advise executive leadership on pursuit selection, pricing recommendations, and risk exposure based on market conditions, operational capacity, and historical performance
* Oversee all estimating operations to ensure accuracy, consistency, and compliance with company standards and best practices
* Lead seniorlevel bid and nobid decisions and present pricing strategies, assumptions, and risk assessments to leadership and key stakeholders
* Partner with business development and operations leadership to identify and pursue work aligned with company capabilities and strategic objectives
* Monitor and evaluate market conditions, competitor activity, and key cost drivers influencing bidding strategy
* Establish and maintain processes for risk identification, mitigation, and margin protection within the estimating function
* Analyze bid results, project performance, and historical cost data to improve estimating accuracy and financial outcomes
* Lead, mentor, and develop estimating team through training, performance management, and succession planning
* Provide oversight of estimating systems, tools, and standardization efforts to ensure consistency and efficiency
* Participate in conceptual project development and feasibility evaluations to support informed pursuit and pricing decisions
* Evaluate constructability, delivery methods, contract requirements, and execution risks during the estimating phase to support sound pricing and delivery assumptions
* Ensure alignment between estimating and operations by validating assumptions related to schedule, labor availability, equipment, and construction methods
* Develop and maintain relationships with key subcontractors and vendors

Education:

* Bachelor's degree in construction management, civil engineering, business, or a related field preferred; equivalent combination of education and extensive industry experience may be considered
* Valid driver's license with a clean driving record required

Skills:

* 15+ years of progressive construction estimating experience, including senior or executivelevel leadership roles
* Extensive experience in heavy civil, highway, municipal, and/or industrial construction
* Demonstrated success leading large estimating teams and managing complex, highvalue, or highrisk pursuits
* Advanced knowledge of estimating principles, cost modeling, scheduling concepts, construction means and methods, and contract delivery methods
* Strong financial and business acumen with the ability to evaluate profitability, risk exposure, and longterm business impact
* Proficiency utilizing HCSS Heavy Bid and developing CPM schedules
* Exceptional leadership, communication, and executive presentation skills
* Strong analytical, decisionmaking, and organizational skills in a deadlinedriven environment

Physical Requirements:

* Wears and maintains required PPE (personal protective equipment) to ensure safe performance of job responsibilities as required
* Regularly uses hands to feel, handle, and manipulate objects, write, and operate a keyboard and/or mobile device to complete administrative tasks, documentation, and communication duties
* Regularly communicates (talks and hears) and uses visual acuity to exchange information, coordinate work, and review documents and plans necessary for project oversight
* Regularly operates a vehicle to travel to and from work sites to perform inspections, attend meetings, and support project activities
* Regularly sits for long periods at a desk using a computer to perform administrative, planning, and reporting responsibilities
* Frequently stands or works on feet for extended periods and walks across uneven terrain to navigate construction sites safely
* Frequently stands, walks, sits, reaches, and stoops, kneels, crouches, or crawls to access work areas and complete required tasks
* Frequently works in environments that may include loud noise, moving equipment, dust, or varying indoor/outdoor conditions depending on operational needs
* Ability to work flexible hours including evenings, weekends, and overtime; overnight travel may be required

Compensation and Benefits:

Compensation*: $155,000-$190,000 DOE

*Estimated target starting compensation; actual compensation to be determined based on assessment of an individual's qualifications, education, and experience relevant to the role.

Benefits: All full-time hourly employees are eligible to participate in Simon benefits as defined in plan documents. Available benefits include medical, dental and vision insurance, term life insurance, supplemental life insurance, paid parental leave, 401K with company match, short-term disability, flexible spending plan, and education assistance. Other benefits include eight paid holidays, and access to available company discounts.
