Compliance & Outreach Analyst II General Summary
The Housing Compliance and Outreach Analyst will evaluate the compliance of projects funded by the Affordable Housing Program through independent analysis and evaluation. In addition, the position will provide support and outreach for all housing and community investment programs. This role provides critical processing, monitoring, marketing and customer service to support the Bank's mission, principles and strategic business goals.
Principal Duties and Responsibilities
- Conducting compliance activities for the Affordable Housing Program (AHP) which would include evaluating project certifications, analyzing reports and auditing documentation to ensure compliance with approved Affordable Housing Program application, FHLB policies, and Federal Housing Finance Agency regulations.
- Identifying projects with complex regulatory, compliance and/or financial issues and report findings. Collaborating with Members, Sponsors and project Owners to resolve compliance and/or financial issues through the development and implementation of action plans and/or modifications.
- Assisting with the development of marketing materials and presentations, and conducting workshops and webinars to educate members and funding partners on community investment products and opportunities.
- Re-underwrites both single-family and multi-family commercial real estate development projects upon receipt of a disbursement request
- Identifying opportunities to promote FHLB Housing Programs to increase community awareness.
- Supporting timely and accurate updates and reports, including updates to annual policies and procedures, Housing and Community Investment (HCI) reporting, and management reports.
- Participating in evaluation of AHP applications. Performing individual and group analysis of AHP applications and verifying accuracy and completeness of applications. Analyzing AHP applications to ensure compliance with AHP objectives and criteria, and identifying issues of concern related to an application.
Assisting in the development of tools and methodologies to demonstrate the effectiveness of HCI programs. - Contributing to the efficiency of department by completing all duties in a timely manner and performing other duties as assigned.
Minimum Knowledge, Skills and Abilities:
- Knowledge at a level normally acquired through completion of a Bachelor's Degree in business, finance, real estate or related field or equivalent experience.
- Three or more years of progressive experience in affordable housing development/finance, banking, community service/investment, auditing, property management and/or affordable housing compliance.
- Basic to intermediate analytical skills necessary to gather and interpret data and prepare reports.
- Excellent written and oral communication skills, including interpersonal skills, necessary to interact effectively with internal and external contacts with professionalism, tact and diplomacy. Knowledge of federal, state and local housing programs and their regulations, including the Low Income Housing Tax Credit Program as well as various Housing and Urban Development programs is preferred.
- Proficiency in, and willingness to speak publicly is required.
- Demonstrates interests in working with a variety of backgrounds and perspectives that align with the Bank's core value. Promotes an environment of empathy and respect to ensure the inclusion of all team members.
- Working knowledge of CoPilot, Word, Excel, Access and PowerPoint, and the ability to manage information in comprehensive databases.
Working Conditions:
Flexibility to meet tight deadlines as required. Some work outside of office environment, including limited travel, will be required.
