Description:

Position Summary

The Director of Budget and Financial Reporting is a senior Academic Professional responsible for leading the development, integration, and oversight of the University of Illinois Hospital and Health Sciences System operating and capital budgets, financial reporting, and long-range financial planning activities. Reporting within the Finance leadership structure, this role serves as a key financial advisor to executive leadership, clinical and administrative leaders, and University partners.
The Director plays a critical role in ensuring financial transparency, stewardship of public resources, and alignment between institutional strategy, operational performance, and University reporting requirements within a complex academic medical center environment.

Duties & Responsibilities

Budget Development and Financial Planning
  • Lead the annual operating and capital budget process for the hospital and affiliated entities
  • Develop budget assumptions, guidance, timelines, and standardized methodologies
  • Review departmental budget submissions for accuracy and alignment with institutional priorities
  • Partner with leadership to evaluate staffing, clinical, academic, and capital initiatives
  • Monitor budget performance and provide variance analysis and forecasts

Financial Reporting and Stewardship
  • Oversee preparation of monthly, quarterly, and annual financial reports
  • Ensure compliance with accounting standards, University policies, and regulations
  • Translate financial results into clear executive level narratives
  • Support audits and promote transparency and accountability

Strategic and Long Range Financial Analysis
  • Support multiyear financial forecasts and long range plans
  • Analyze financial impacts of strategic initiatives and regulatory changes

Leadership and Collaboration
  • Lead and develop professional staff
  • Serve as a trusted advisor to leadership
  • Collaborate with University finance partners and College of Medicine leadership
  • Perform other related duties and participate in special projects as assigned.


Qualifications:

Minimum Qualifications
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field.
  • Seven or more years of progressive experience in healthcare finance or budgeting.
  • Experience managing complex budgets in large organizations.
  • Strong analytical and communication skills.
  • Experience supervising professional staff.

Preferred Qualifications

  • Master's degree in Business Administration, Healthcare Administration, Finance, or Accounting.
    CPA, CMA, or similar certification.
  • Experience in an academic medical center or public healthcare environment.
  • Knowledge of hospital reimbursement and funds flow models.
