Job Title: Software Engineer 2

Location(s): Austin, TX

I. DESCRIPTION OF SERVICES
Requires the services of 4 Software Engineer 2 candidates, hereafter referred to as Candidate(s), who meet the general qualifications of Software Engineer 2, Applications/Software Development and the specifications outlined in this document.

All work products resulting from the project shall be considered "works made for hire" and are the property of the client. Engagement may include pre-selection requirements that potential vendors (and their candidates) submit to and satisfy criminal background checks as authorized by applicable law. No fees will be paid for interviews or discussions that occur during the candidate selection process.

Performs advanced computer programming work. Develops software solutions by studying information needs, conferring with users, and analyzing systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.

Writes, tests, debugs, and documents complex programs, including client/server and web-based applications using C# (.NET), Blazor, and/or SQL.

Designs, develops, and implements specialized programs or routines to create, supplement, and enhance front-end and back-end web-based applications using HTML5, CSS, C# .NET Blazor, SQL, stored procedures, Oracle, and SQL Server.

Works closely with systems analysts, architects, and business stakeholders to gather and validate requirements, understand technical constraints, and design solutions that meet functional and technical needs.

Provides application support through diagnosis of issues, implementation of fixes, and maintenance of software to ensure it remains current.

Demonstrates experience in mobile application development using Visual Studio 2022, .NET Core 9.0, and DevExpress tools, including implementation of secure payment functionality to deliver high-performance, user-friendly applications.

Performs research and analysis to develop or enhance application components for both front-end and back-end systems using HTML5, CSS, C# .NET Blazor, SQL, stored procedures, Oracle, and SQL Server.

Recommends process improvements for application development projects as needed.

Performs other duties as assigned.

II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:

Years Required/Preferred Experience

  • 4 Required Bachelor's degree or higher.
  • 4 Required 4+ years of experience in development of web-based software applications.
  • 4 Required 4+ years of experience in root cause analysis and resolution.
  • 4 Required 4+ years of experience programming in multiple languages including but not limited to .NET, HTML, HTML5, ASP, Java, JSP, C#, front-end and back-end technologies, SQL, and stored procedures.
  • 4 Required 4+ years of experience and proficiency in web programming using .NET/C#, JavaScript, HTML, CSS, SQL, stored procedures, Oracle, and SQL Server.
  • 3 Required 3+ years of experience with Agile SDLC methodology.
  • 3 Required 3+ years of experience working on a team performing SDLC-related tasks.
  • 3 Required 3+ years of experience collaborating on requirements gathering, software development, maintenance, and enhancements.
  • 3 Required 3+ years of experience presenting in-person software demonstrations for design approval.
  • 2 Required 2+ years of experience using Azure DevOps, Jira, or similar tools.
  • 1 Required 1+ years of experience programming in C# .NET Blazor.
  • 1 Preferred Experience porting codebases from Java to C# .NET Blazor.
  • 1 Preferred Experience with responsive web design practices and implementation.
  • 1 Preferred Experience with Web Content Accessibility Guidelines (WCAG) and implementation.
  • 1 Preferred Previous experience working with similar systems.
