Job Title: Software Engineer 3

Location(s): Austin, TX

I. DESCRIPTION OF SERVICES
Requires the services of 1 Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document.

All work products resulting from the project shall be considered "works made for hire" and are the property of the client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by applicable law. The client will pay no fees for interviews or discussions that occur during the process of selecting a Candidate(s).

Performs highly advanced senior-level computer programming work. Develop software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigate problem areas. Prepare and install solutions by determining and designing system specifications, standards, and programming.

Write, test, debug, and document complex programs, including client/server and web-based applications using C# (.Net), Blazor, and/or SQL.

Design, develop, and implement specialized programs or routines to create, supplement, and enhance front and back-end web-based application software using HTML5, CSS, C# .NET Blazor, SQL, stored procedures, Oracle, and SQL Server.

Work closely and coordinate with systems analysts, architects, and various business areas to gather and validate requirements, understand technical issues and limitations, and model solutions that meet functional and technical requirements.

Provide support of application software through diagnosis of problems and implementation of changes to resolve issues and maintain software at the most current level.

Experience in developing and enhancing licensing systems for government environments, including migrating licensing functionality to modern platforms while enabling seamless legacy data portability. Proficiency in Visual Studio 2022, .NET Core 9.0, Oracle DB, and DevExpress tools to deliver secure, scalable, and user-friendly solutions.

Perform research and analysis required for specialized programs or routines to supplement and enhance front and back-end web-based applications using HTML5, CSS, C# .NET Blazor, SQL, stored procedures, Oracle, and SQL Server.

Recommend improvements to processes for application development projects as needed.

Perform other duties as assigned.

II. CANDIDATE SKILLS AND QUALIFICATIONS
Years Required/Preferred Experience

  • 8 Required Bachelor's degree or higher.
  • 8 Required 8+ years of senior-level experience analyzing software application workflows to identify efficiencies and improvements.
  • 8 Required 8+ years of experience in root cause analysis and resolution.
  • 8 Required 8+ years of experience leading the design and development of web-based software applications.
  • 8 Required 8+ years of programming experience in languages including but not limited to .Net, HTML, HTML5, ASP, Java, JSP, .NET/C#, front-end and back-end technologies, SQL, and stored procedures.
  • 8 Required 8+ years of experience performing complex SDLC tasks across all phases.
  • 8 Required 8+ years of experience in software application administration and management.
  • 8 Required 8+ years of experience leading SDLC projects from scope to deployment, including coordination with change control boards and release schedules.
  • 8 Required 8+ years of experience in web programming using .NET/C#, JavaScript, HTML, CSS, SQL, stored procedures, Oracle, and SQL Server.
  • 6 Required 6+ years of experience with Agile SDLC methodology.
  • 6 Required 6+ years of experience in cross-team collaboration for requirements gathering, development, modifications, and maintenance.
  • 5 Required 5+ years of experience implementing software changes to meet information and network security requirements.
  • 5 Required 5+ years of experience leading SDLC teams, including code validation and approval.
  • 5 Required 5+ years of experience in technical writing and documentation of environment changes and release notes.
  • 5 Required 5+ years of experience presenting software changes for stakeholder approval.
  • 4 Required 4+ years of experience using Azure DevOps, Jira, or similar tools.
  • 2 Required 2+ years of experience programming in C# .NET Blazor.
  • 1 Preferred Experience porting existing codebases from Java to C# .NET Blazor.
  • 1 Preferred Experience with responsive web design practices and implementation.
  • 1 Preferred Experience with Web Content Accessibility Guidelines (WCAG) and implementation.
  • 1 Preferred Previous experience working with similar systems.
