The State Highway Administration (SHA) is seeking to fill an executive service position as a Division Chief of Recruitment and Examination in the Office of Administration (Baltimore City). This position is open to anyone who meets the preferred qualifications listed below.

This position will serve as the Division Chief for State Highway Administration's (SHA) Recruitment and Examination Division within the Office of Administration (OOA) with primary responsibility for all activities associated with Recruitment and Examination. The Recruitment and Examination Division Chief is responsible for recruiting, examining and certifying applicants for employment with the State Highway Administration. The division serves SHA and MDOT by seeking to fill jobs, serves employees seeking promotional employment and serves the general public seeking employment both with SHA and other Maryland State agencies. This division also provides counsel to SHA managers on the recruitment and selection process. This position is responsible for supervising the division.

Qualifications

Preferred Qualifications:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.

Selective Qualification: A minimum of three (3) years of supervisory experience, including employee development and collaboration with senior management, as well as responsibilities such as sourcing candidates, advertising vacancies, and evaluating and screening applications.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).

The candidate will possess the following:
  • Bachelor's degree from an accredited college
  • Strong verbal and written communication skills
  • Strong attention to detail
  • Strong interpersonal skills, tact and diplomacy
  • Team Building Skills
  • Certification in PHR, SHRM-CP, or other relevant HR certification

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
