Science Systems and Applications Inc. (SSAI) is seeking an eager Property Administrator to support the day-to-day administration, control, and lifecycle management of Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP) in support of prime contracts, in strict compliance with FAR (Federal Acquisition Regulations).

This role ensures accountable assets are received, tracked, maintained, inventoried, transferred, and disposed of in accordance with applicable contractual requirements, company policies, and regulatory standards. The Property Administrator maintains accurate property records, supports audits, and serves as a key point of contact for internal stakeholders, customers, and regulatory agencies on property management matters.
Essential Duties and Responsibilities
  • Receive, inspect, and process incoming accountable property; verify shipments against purchase orders and shipping documentation, document discrepancies, and coordinate corrective actions.
  • Assign asset identification tags and establish complete, accurate property records in the organization's property management system, maintaining all required supporting documentation and audit trails.
  • Maintain property records throughout the asset lifecycle, including acquisitions, transfers, maintenance, inventory adjustments, consumption, and disposition.
  • Coordinate and conduct physical inventories, reconcile discrepancies, monitor asset utilization, and maintain accurate storage and location records.
  • Ensure proper authorization and documentation for all property movements, transfers, shipments, and custodial changes.
  • Prepare and submit required property reports and maintain documentation supporting contractual, financial, and regulatory compliance.
  • Serve as the primary liaison with customers, auditors, contracting personnel, property administrators, and internal departments on property management matters.
  • Investigate loss, damage, destruction, or theft of accountable property; document findings, recommend corrective actions, and process required reporting.
  • Coordinate disposition and contract closeout activities, including final inventories, transfers, disposal actions, and record reconciliation.
  • Develop and maintain property procedures and work instructions; provide training to property custodians and employees on property accountability requirements.
  • Support internal audits, self-assessments, customer reviews, and external compliance audits, implementing corrective actions as needed.
  • Assist with subcontractor property management oversight and ensure applicable property management requirements are communicated and maintained.
Required Qualifications
  • Bachelor's Degree (B.S.) and 3 years of relevant experience and/or training
  • Government/contract property administration experience under FAR.
  • Working knowledge of FAR/DFARS Government property lifecycle processes (acquisition through disposition).
  • Hands-on experience with Government property forms and systems.
  • Proficiency in Microsoft Excel and document management platforms (e.g., Box, SharePoint).
  • Strong attention to detail, documentation discipline, and ability to meet regulatory timelines (48-hour, 5-day, 30-day requirements).
  • Effective written and verbal communication skills for interfacing with Government property offices, DCMA, program staff, and end users.
  • Ability to lift and move packages/equipment and travel between company facilities and Government sites as needed.
  • U.S. citizenship or ability to obtain access to NASA facilities/systems, as required by contract.
Preferred Qualifications
  • Experience supporting NASA Goddard Space Flight Center (GSFC) property processes, ECN tagging criteria, and NASA SATURN/NESS training completion.
  • Familiarity with NFS Part 1845 and NASA Form 20-4 usage.
  • Experience with Deltek Costpoint receiving and asset modules.
  • NPMA certification (CPPS/CPPA) or equivalent professional property management certification.
  • Experience supporting DCMA audits, self-assessments, and corrective action plans.
  • Experience training staff and writing work instructions or standard operating procedures.
