Working under the direction of the Director of Business Intelligence and Principal Application Architect, independently performs the full range of functional administration and operational support activities for departmental business applications supporting UCSF Real Estate and Capital Projects.

Applies professional Information Systems concepts to administer, configure, maintain, and support Oracle Primavera Unifier and may provide secondary application support for other Real Estate applications, which may include the Accela permitting platform and departmental SharePoint sites. Serves as the primary functional administrator for assigned business applications by administering end-user accounts; managing application security roles, permissions, and access requests; performing periodic security and permissions reviews; maintaining workflows, forms, templates, and configuration settings; coordinating support requests; maintaining application and configuration documentation; and ensuring the reliable day-to-day operation of supported applications within established governance processes.

Collaborates with the Principal Application Architect to implement approved technical solutions, maintain application reliability, support system enhancements, ensure application configurations align with established architectural standards, and support the secure administration of departmental business applications.

Partners with Business Systems Analysts, business stakeholders, and the Principal Application Architect to translate approved functional requirements and technical designs into application configurations, coordinate testing and deployment activities, develop application documentation and training materials, and support successful implementation of business process improvements.

Exercises independent judgment within established departmental procedures and technical architecture while escalating strategic, architectural, security, integration, and enterprise technology decisions to the Principal Application Architect.

Collaborates closely with Business Intelligence team members, Real Estate staff, and technical resources to promote effective use of departmental business applications and support continuous improvement initiatives.

Department Overview

The organization of UCSF Real Estate is focused on the development, planning, delivery, and management of physical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.

UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and lease portfolio management. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services and support through Business Intelligence, and Finance, Administration and Operations.

The Real Estate Business Intelligence (REBI) team provides integrated information technology and services to manage and analyze information in support of UCSF Real Estate and the UCSF community. REBI is organized into cross-functional teams that support the following areas:

  • Business Systems and Integrations: Manage UCSF Real Estate project management information systems to enable efficient processes, reporting and transparency.
  • Geographic Information Systems (GIS): Provide spatial mapping of the UCSF built environment and provide access to Geographic Information Systems (GIS) for UCSF.
  • Project and Document Management: Administer the UCSF Real Estate document management program by enabling access to information for decision making, planning and compliance and providing electronic record management consulting.
  • Space Analytics: Manage the platform which contains UCSF's inventory of ten million square feet of owned and leased space and provide reporting and analytics to UCSF and the University of California, Office of the President.

The combined UCSF Campus and Health organizations include approximately 198 UCSF and 38 contract personnel; operating/recharge budgets of more than $62.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $13.3B long-range capital development.

Makes recommendations for purchase or upgrade of new computer hardware, software and services
Performs moderately complex analysis to acquire, install, modify and support operating systems, software, databases, utilities and / or tools
Applies and manages complex security configurations
Designs, develops, modifies, debugs, deploys and evaluates complex software and scripts
Performs complex data analysis and analyzes the design and use of complex data sources
Monitors and employs source code control techniques and configuration management
Performs complex testing of software to ensure proper operation and conformance to test plans
Implements release management
Identifies, evaluates and develops complex systems, processes and procedures
Creates complex specifications for systems to meet end-user requirements
Develops complex user interface designs
Gathers, analyzes, prepares and summarizes business and user needs, documenting requirements, and revising existing system and process logic issues as necessary
Documents complex software and processes
Creates project plans
Troubleshoots and resolves the most complex issues
Designs and coordinates work flow of support requests, setting priorities and tracking resolution
Ensures compliance with and provides input to service level agreements
Applies professional and broadly defined data / information administration and data use concepts to manage and perform complex assignments
Independently analyzes complex information requirements and documents them using formal data definition techniques and naming standards
Performs complex data management or resource research and studies for a variety of constituents and plans metadata acquisition for sets of unstructured data objects
Applies advanced concepts in working on moderately complex to complex projects, including the management of structured and unstructured content
Initiates, designs and communicates with senior level personnel regarding database administration studies, summary reports and background material including approaches, trends, and sources
Resolves procedural and technical issues in the context of department policies and procedures
Interacts with teams of advanced IT professionals as a proactive member
Provides application consulting for database performance and design
Understands and applies industry practices, community standards and department / unit policies and procedures relating to work assignments
May serve as technical lead for a project of moderate scope
Trains users
Negotiates project plans with stakeholders

Required Qualifications

  • Bachelor's degree in Information Systems, Computer Science, Business Administration, or a related field, or an equivalent combination of education, training, and experience.
  • 3+ years of relevant progressive experience
  • Demonstrated experience administering enterprise or departmental business applications.
  • Experience managing user accounts, role-based security, user provisioning, permission management, and periodic access reviews.
  • Experience coordinating software testing, upgrades, and release activities.
  • Experience working with software vendors and external support organizations.
  • Demonstrated comprehensive understanding of how system management actions affect other systems, system users and dependent / related functions.
  • Excellent customer service and end-user support skills and strong written and verbal communication skills.
  • Strong troubleshooting and analytical skills with the ability to resolve complex application issues.
  • Interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner.
