Overview
DecisionPoint is seeking a Planning Evaluator to join our team in Atlanta, GA, to provide advanced planning, coordination, and implementation of the agency's standard response evaluation approach, including analytic support for public health programs and preparedness exercises. The contractor will support evaluation aspects of agency-wide responses and functional exercises to inform decision-making, improve response capabilities, and strengthen public health outcomes. This is a 100% in person position. Telework may be allowed, occasionally, if approved by technical monitor and COR.
Duties & Responsibilities
Support Evaluation Activities across preparedness and response activities including evaluation of emergency responses and exercises, advanced qualitative and quantitative data analysis, development of reports, visualizations, and decision-support products, technical consultation on mixed-methods tools.
- Design evaluation to meet agency responses and exercises requirements.
- Develop evaluation plans and coordinate its implementation.
- Track and measure progress against established objectives and outcomes.
- Identify capability gaps, resource needs, and areas for improvement.
- Ensure evaluation activities align with federal standards and best practices.
- Design and execute data requests, ensuring timely and accurate delivery of analytic products.
- Collect and analyze qualitative and quantitative data.
- Conduct qualitative and quantitative analyses of response or exercise data.
- Apply statistical learning methods to identify trends, gaps, and outcomes.
- Monitor and assess data quality, integrity, and completeness.
- Collaborate with IT and informatics teams to improve data collection, processing, and other systems.
- Develop clear, concise, and actionable evaluation products for technical and non-technical audiences
- Produce evaluation plans, evaluation reports, dashboards and data visualizations, executive summaries and briefings, and one-pagers.
- Track, develop, and disseminate evaluation findings and recommendations.
- Communicate findings to leadership, stakeholders, and partner organizations.
- Maintain documentation of evaluation methodologies, data sources, and analytic processes.
- Incorporate lessons learned into future evaluations and response processes.
- Stay current with advancements in data science, machine learning, and public health analytics.
Qualifications
- Ability to obtain a Public Trust clearance.
- Bachelor's degree or equivalent experience.
- A minium of 7 years' experience in emergency management / emergency management evaluation and 2 years specifically in public health emergency management may substitute).
- Minimum of 5 plus years of experience in program evaluation or public health analytics, statistical software (e.g. R-Python, MAXQDA, NviVo or similar), data visualization tools, and qualitative and quantitative analysis.
- Demonstrates strong knowledge of evaluation methods and practices, data analysis and interpretation, translating data into actionable recommendations, customizing communication products for a variety of audiences, including executive leadership, and data management and data governance principles.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Planner).
- Possess strong analytical, organizational, and problem-solving skills.
- Must be able to support high-tempo emergency response environments.
- Ability to manage multiple concurrent data requests and deadlines.
- Flexibility to support surge activities during public health emergencies.
