WHO WE ARE

The Regional Administration Division is accepting applications for a Senior IS Project Manager.

We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. We plan 20 years ahead for the future of the metropolitan area and provide regional parks and trails, transportation, wastewater, and housing services.

This position is eligible for a hybrid (both remote and onsite) telework arrangement, requiring at least two (2) onsite days per week in the St. Paul, Minnesota office or at various Metro Transit locations throughout the Twin Cities metropolitan area. The candidate's permanent residence must be in Minnesota or Wisconsin.

Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and he Twin Cities region:

The Senior IS Project Manager provides leadership and management direction to staff assigned to projects, including initiating, planning, executing, monitoring and controlling, transitioning to operational support, and closing out projects. Utilize the IS PMO governance process and templates within the general project and serve as the Project Manager within assigned projects. Facilitate the development of the project plan and documenting project tasks for both internal and external project team members, stakeholders, and consultants or vendors to ensure successful completion of projects. This position is responsible for managing the development of more than one mid-size project simultaneously that requires collaboration and coordination with various work units.


What you would do in this job

  • Meet with project sponsors and high-level stakeholders to determine and define project scope, requirements, success criteria/SMART goals and deliverables.
  • Complete project charter and/or business case documents and obtain signoff from sponsors on final scope and requirements.
  • Lead the execution of assigned projects, resources and schedules to successful completion ensuring that projects meet scope, cost and quality requirements as determined in the project planning stages.
  • Identify resources needed and assign responsibilities, negotiating with other departments and/or units, if necessary, for resources.
  • Communicate with sponsors and stakeholders in all stages of projects through regular written and verbal communications to keep them updated on the progress of assigned projects and aware of next steps; provide project updates in front of large groups, including Senior Management, as necessary.
  • Collaborate with project managers across all Council divisions to identify how assigned projects impact other projects across the Council and to leverage others' work.
  • The person in this role will be part of the IS Project Management Office.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations in completed education (degree field of study in computer science, business management or project management related field) and experience (managing IT and business projects).

  • High school diploma/GED with nine years of experience
  • Associate degree with seven years of experience
  • Bachelor's degree with five years of experience
  • Master's degree with three years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Knowledge of Project Management Institute (PMI) lifecycle.
  • Knowledge of Project Management methodologies and tools.
  • Knowledge of Windows platform and current Internet technologies.
  • Knowledge of enterprise resource management.
  • Skilled in project management software, including Microsoft Planner Premium.
  • Microsoft Office (Word, Excel, PowerPoint) skills
  • Skilled in developing and maintaining project documentation, including writing project charters, implementation plans, resource plans, status reports and all other required project documentation.
  • Excellent written and verbal communication skills.
  • Ability to lead teams providing direction, delegation and removing obstacles to get work done.
  • Ability to build consensus and motivate people to act and participate.
  • Ability to build strong customer relationships and delivery of customer centric solutions.
  • Ability to anticipate and balance the needs of multiple stakeholders.
  • Ability to develop and deliver multi-mode communications that concisely convey a clear understanding of the message to different audiences.
  • Ability to handle conflict situations effectively with a minimum of noise.

Work is performed in a standard office setting. May require travel between primary work site to other sites.
