Description

Halff is seeking an MEP Director, Federal within its Mechanical, Electrical, and Plumbing (MEP) Practice to support the growth and delivery of federal projects in collaboration with the firm's Federal Practice. This seller-doer role is responsible for pursuing, winning, and leading federal MEP projects while serving as a Project Manager or Principal-in-Charge on key assignments.

The Director will work closely with MEP and Federal Practice leaders, client managers, and technical teams to expand Halff's federal presence, develop strategic client and teaming partner relationships, lead capture efforts, and deliver high-quality MEP solutions for primarily federal agencies. Success in this role is measured through project delivery excellence, pursuit success, backlog growth, and the development of long-term federal client relationships.

What You Will Do

Project Leadership & Delivery (50%)



  • Serve as Project Manager or Principal-in-Charge on primarily federal MEP projects.
  • Lead multidisciplinary teams in the delivery of primarily federal facility and infrastructure projects.
  • Maintain responsibility for project scope, schedule, budget, quality, and client satisfaction.
  • Provide technical leadership, mentorship, and quality oversight throughout project delivery.


  • Support project delivery efforts that strengthen long-term federal client relationships and position Halff for future opportunities.


Strategic Pursuits & Business Development (30%)



  • Lead capture planning and pursuit strategies for targeted federal opportunities.


  • Develop winning strategies for IDIQ, MATOC, SATOC, and task-order pursuits.


  • Develop teaming strategies and support proposal development, interviews, and contract negotiations.
  • Collaborate with MEP and Federal Practice leadership to grow revenue, backlog, and market presence.


Client & Market Development (10%)



  • Build and expand relationships with federal agencies, contractors, and industry partners.
  • Represent Halff at industry meetings, conferences, and networking events.
  • Track agency priorities, procurement forecasts, and emerging opportunities.


Operational Administration & Oversight (10%)



  • Provide leadership, mentoring, and resource oversight for targeted MEP staff.
  • Support recruiting, workforce planning, and staff development initiatives.


  • Assist with workload forecasting, resource planning, and utilization management.


  • Promote a culture of collaboration, accountability, and technical excellence.


Required Knowledge, Skills & Abilities



  • Demonstrated success winning and delivering federal facility and infrastructure projects.
  • Experience with design-bid-build and design-build delivery methods. Experience with progressive design-build preferred.
  • Strong understanding of federal procurement processes, contracting methods, and agency requirements.
  • Proven ability to develop capture strategies and lead successful pursuit efforts.
  • Experience serving as Project Manager, Principal-in-Charge, Program Manager, or similar leadership role on complex federal projects.
  • Strong client relationship management and business development skills.
  • Experience leading multidisciplinary engineering and design teams.
  • Excellent communication, leadership, negotiation, and decision-making skills.
  • Ability to balance project delivery responsibilities with strategic growth initiatives.


What You Will Need



  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Architectural Engineering, or a related field.
  • Professional Engineer (PE) license required.
  • 15+ years of MEP experience, including substantial federal project experience.
  • Demonstrated record of successfully managing and delivering MEP projects for federal clients.
  • Experience pursuing and winning federal contracts and task orders.
  • Existing relationships with federal agencies, major federal contractors, and industry partners preferred.
  • Experience with agencies such as USACE, NAVFAC, AFCEC, VA, GSA, DHS, or other Department of War and civilian federal clients preferred.
