About the Opportunity
DMI LLC is hiring a hands-on Deputy Program Manager to run day-to-day delivery of firm-fixed-price (FFP), milestone-based software development for modern Army applications. You'll be the customer's daily point of contact. You'll keep development sprints on track, steer each milestone through Government acceptance, and manage customer expectations so there are no surprises at a milestone review. You'll work under DMI's Program Manager on new cloud-native applications in Army cloud environments, with legacy systems sustained in parallel until cut-over. This is a growth role: the Deputy is expected to step into the Program Manager position later in the program. Duties and Responsibilities:
Run day-to-day delivery of milestone-based software development: sprint planning, backlog management, stand-ups, sprint reviews and demonstrations to the customer.
- Own each FFP milestone end to end. Translate acceptance criteria into scope, schedule and work packages; track progress against them; and assemble the Serve as the daily liaison with the Government product owner, the COR and functional stakeholders. Set and reset expectations early, document decisions, and keep feedback from turning into unplanned scope.
- Run change control. Identify requests outside the agreed milestone scope, document their effect on schedule and cost, and route them for a decision before work starts.
- Coordinate the development, test, DevSecOps and cybersecurity teams so authorization activities (RMF artifacts, security scans, ATO and continuous ATO milestones) stay in step with the build schedule.
- Coordinate legacy sustainment work alongside modernization so the two don't compete for the same people or change windows.
- Maintain the integrated schedule, the risk and issue log, and the action item tracker. Escalate issues to the Program Manager with recommended courses of action.
- Prepare the Monthly Status Report, meeting minutes, the Project Management Plan updates and milestone briefings. Make sure every contract deliverable is reviewed for quality before it's submitted.
- Track labor and milestone progress against the FFP baseline so delivery stays within budget.
- Supervise and assign work across the delivery team, with oversight of technical staff in development, integration and sustainment.
- Act for the Program Manager when they're absent, and take on Program Manager responsibilities over time as the program matures.
Qualifications
Education and Years of Experience:
- Bachelor's degree in Information Technology, Business, or a related field preferred
- 7+ years of program management experience on federal IT contracts
- US. Citizenship required.
- Experience defining requirements and preparing task proposals, including budget and schedule development
- Experience developing policies, procedures, and work instructions
- Experience with project management tools
- Strong written and verbal communication skills with experience briefing senior government executives
- Working knowledge of IT and cybersecurity capabilities
- PMP certification, or 10+ years of demonstrated program management experience in lieu of certification
Required Skills & Certifications:
- Either a master's degree from an accredited college or university and at least 10 years of program or project management experience, or a bachelor's degree from an accredited college or university, a current PMP certification, and at least 12 years of program or project management experience.
- That experience must include overseeing multi-disciplinary technical teams in a systems development, integration and sustainment environment, and planning and managing work under tight budget and schedule constraints.
- Experience delivering software development under firm-fixed-price or milestone-based contracts, including managing to Government acceptance criteria.
- Working experience with Agile or Scrum delivery and tools such as Jira and Microsoft Project.
- Experience as a daily customer-facing lead with Government CORs and product owners.
- Strong written and spoken communication, including briefing Government program leadership.
Preferred qualifications
- Agile certification (PMI-ACP, Certified ScrumMaster or SAFe).
- Experience on cloud-native or low-code/no-code modernization programs moving to AWS or Army cloud (cArmy).
- Working knowledge of RMF, ATO and continuous ATO processes and how they affect delivery schedules.
- Experience with Army or Department of War personnel or enterprise systems.
- Experience managing a legacy-to-modern cutover
