Position overview

Lead estimating and bidding for wet and dry utility projects in Maryland and the District of Columbia. Develop accurate, competitive proposals and guide the estimating team from bid review through project turnover.

Responsibilities

• Lead, assign, and review estimating work; coach the team and manage bid deadlines.
• Review plans, specifications, addenda, and site conditions; prepare takeoffs, costs, schedules, and proposals.
• Price labor, equipment, materials, and subcontractors, including union wages, classifications, and fringe costs when applicable.
• Manage state and federal bid requirements, required forms, and submissions; communicate clearly with clients, vendors, operations, and leadership.
• Hand awarded projects to project managers with clear scope, pricing assumptions, risks, and production targets.

Qualifications

• Senior level estimating experience in civil construction, especially commercial underground wet and dry utility projects.
• Strong knowledge of civil construction methods and the mechanical systems, equipment, and piping involved in water and sewer work.
• Experience with state and federal government bids, including project specific wage and submission requirements.
• Proven leadership, plan reading, takeoff, cost analysis, and strong written and verbal communication skills.

Preferred skills

• Procore and Bid to Win software experience.

Work style

Hours are flexible, with availability for bid deadlines, team coordination, and project meetings.

Compensation and benefits

Salary range: $120,000-$160,000 annually.
